The conception "permeant" was proposed by Shelford [184] to denote highly mobile animals. Later this concept, retaining its' core meaning was used by U. Odum [90] to describe the animals that move easily and have different natural habitats. Yet, despite the modern technical facilities the methodology of quantitative characteristics of such animals migratory aspects is still not enough elaborated. In this article we discussed the experiment of carrying out appropriate researches within the south of Central Siberia and in Altai-Sayani mountains' chain territory. (1980-2004)

The study of animals' mass migration, based on quantitative principle has both theoretical and practical value. First of all, this study is of vital importance for air flight security, surveillance and forecasting medico-epidemiological situations, appropriate utilization of wildfowl resources, rare and vanishing species preservation and for the regulation of mass passage birds' that play an important role in biosociology [19; 52; 66; 77; 78; 84; 88; 108; 138; 155 and other.]

Altai-Sayani mountain chain territory is included in "Global 200" -the list of virgin and untouched world ecological-regions. Flora and fauna structure here is unique in many aspects for moderate latitudes. This natural "inner nucleus" of Eurasia is the primogenitor of plenty of nations [3]. The large-scale project WWF aimed to preserve biological diversity for long-term period had being carried out since 1998 within this territory. No doubts, that one of the reasons of animals number reduction underlies in the disparity between rate of environmental changes adaptations rise. The lack of knowledge about definite species ecology and their interaction with inhabitance conditions also tells on animal's number reduction and as a result this factor causes undesirable consequences while realizing economic procedures.

At the same time, common suggestions concerning animals' protection according to large taxons such as insects, birds, fish and etc. are beyond reasonable solutions. In this case the most sensible alternative is to identify and to protect definite large tracts of nature eco-systems, that are able to provide an effective preservation of the full species wealth and resist the "ecotonization" of species structure [163]. However, to provide the protection of species that inhabit the limited space areas than those that inhabit territories of several regions of Russian Federation or even out of the borders [21; 48; 52;54]. There is one more obstacle while solving this problem, this is the wide diversity and complication of both eco-systems ( that are regarded as the ring of migration) and the spectrum of biological adaptations of animals.
